Does anyone have FIOS working with the HVR-950?

And on that note, can anyone explain how it 'should' work.

I *assume*
STB -> HVR
DVB capture setting
scan for channels (ATSC 3 or 4 is found)
have to tune STB

Any assistance is appreciated.

You cannot capture output from a set top box with a digital tuner. QAM is captured straight out of the wall, and you will only be able to capture channels left unencrypted, generally local channels and the "big four" networks of CBS, NBC, ABC, and Fox. You can capture STB output with analog tuners. In the case of your HVR-950, there is an analog side, but it is a framegrabber, which is generally a very poor choice for capture of TV. All the encoding would be handled in CPU, your codec choices are very limited, and the result is difficult to play with many software players/uPnp/etc. For STB capture you generally want a nice hardware encoder like the PVR-150, PVR-500, etc.
