With my K8 processors I found it better to just use the in kernel
ondemand governor and set the up_threshold to the minimum.

echo 15 > /sys/devices/system/cpu/cpu0/cpufreq/ondemand/up_threshold

This way at only 15% cpu usage the processor will go up to the next
higher frequency.
