It is cheap, until you factor in the shipping, which puts this standard 
analog capture card at $41.

And when I look at this

I see that it appears to be the same card, costs $36 and has free FedEx 
2 day shipping.

And despite what the eBay blurb says, it's not an MPEG-1, 2, 4 encoder. 
    There's no on-board processor on the card, so you'll be doing 
software encoding on the CPU.

But, if it's a standard Bt8x8 card, then yes, it should work in Linux.
